I have the honour to acknowledge receipt of your letter

of the 2nd instant, and note that His Excellency has not received up to the present any communication from the Secretary of State to the Colonies on the subject,

I have not yet heard from Japan ports that the Co- -operation of the Japanese Government has been obtained, but will be happy to advise you definitely on this point in due course, and meanwhile I would mention that the British Lines from Japan will carry out the instructions of their owners in this matter.

I am also communicating with the Conference at Northern ports regarding the proposed alterations in the rates on the exports mentioned in the third paragraph of your letter.
